2.4.1 Empower health services users

- Formulate consumers’ associations at OD Level and provincial level,
- Provide assistance to consumers’ associations
- Create platform for voicing concerns and inputs in policy development
- Promote rights to health services through application of social accountability tools
- Advocacy for coverage of social health protection for all the poor, vulnerable group, and informal sector population

2.4.2 Strengthen existing community networks (VHSG, HCMC, CWCC etc.)

- Link existing community networks with government institution
- Explore community led health education and promotion of health seeking behavior changes
- Advocacy for local government to include community network into government syste
