The first HIV sero-positive case in Cambodia was detected in 1991 among blood donors. Sero-prevalence then increased rapidly, reaching a high point of 3% among the general population aged 15-49 years old in 1998, as estimated by the HIV Sentinel Surveillance System (HSS).

The Ministry of Healt/NCHADS estimates that in 2003 123,100 people were living with HIV/AIDS in Cambodia, including 20,000 cases of AIDS.

In 2003, it was estimated that 123,100 adults aged 15-49 years of age were living with HIV/AIDS in Cambodia, of which approximately 20,000 were AIDS patients and were in need of care and treatment.

Activities funded from various sources are managed by the National Centre for HIV/AIDS, Dermatology and STD (NCHADS) within the Ministry of Health as part of its national Programme.
