Since 1992 KYA has taken a lead role in representing the voice of Cambodian Youth to the government and donor community. KYA effectively represents the professional interests of Youth across diverse sectors which make us unique. Our reputation for high quality youth engagement, empowerment and capacity development to youth and young people are widely acclaimed and highly valued by many stakeholders throughout Cambodia. KYA is guided by a 3 year strategic plan is currently managing a diverse portfolio of projects on Human Right and Democracy, Youth’s Health and Education, Gender Equity and Women Empowerment and Youth capacity building, Development effectiveness and community of learning practices. Due to expansion and deployment of succession management plan, KYA is now recruiting a Program Manager to assure a) quality delivery KYA programming activities and b) strategic and direct management oversight to all KYA programming activities. Position Summary The Program Manager covers a broad range of issues ranging from provision of strategic and technical management inputs in initiating, developing mentoring middle management in the execution of KYA projects and programs.Under the overall guidance of the President of KYA, s/he leads strategic planning for KYA programming activities, setting of management targets, and monitors programming stages of all programming activities of KYA. The Programme Manager advises the MT on course correction, thematic entry points and creative responses to emerging complex challenges. He/she serves as officer‐in‐charge in the absence of the President of KYA. Major Responsibility areas: Identify and engage with potential partners/donors to build opportunities for funding, partnership building for the purpose of initiating and developing KYA projects/programs. Develop concept notes, proposals in consultations with the Management Team (MT) in line with KYA strategic Plan. Provide technical backstopping to project managers/Unit Head and monitors their progress to ensure adherence to KYA policies and projects/program, documents. In this connection co‐ordinates, plans and monitors projects in terms of meeting schedules and project objectives. This may include field visits, consultations with MT, donors and partners. Oversee overall project/programs budget delivery in compliance with project documents/contracts. Ensures timely provision of all program/projects reports by line managers to senior management/donors and follows up on action which may be required as a result of these reports. Provides guidance, support and assistance to middle management such as Head of Unit so as to ensure timely and quality implementation of projects/programs. Provide mentoring and coaching to middle management as required. Assist in the conduct of performance appraisal of line managers/unit heads. Participates actively in KYA corporate‐level discussions/meetings. Essential Skills and functional Competencies: Strong analytical and management skills applied to managing multiple projects or complex integrated programme, human and financial resources, ability to manage complex problems proactively/effectively, including responses to inter personal differences; ability to work under close deadlines; knowledge of current development theory, Governance policies and practices. Ability to express oneself clearly and effectively both orally and in writing; proven evidence of convincing writing skills in English Ability to organize work and collaborate effectively with a wide range of stakeholders including individuals of different national and cultural backgrounds, and including networking across professional, thematic and organizational boundaries. Minimum Qualifications requirements: Cambodian Nationality, age from 22 – 35 Years old At least 3 years of relevant professional experience in development activities, with emphasis on project/programme formulation/development, monitoring and evaluation, including relevant practical experiences with national/international organizations. At least bachelor degree in relevant job description Proficiency in English required and efficiency strong organizational and analytical skills, Excellent written and verbal skills with exceptional negotiation skills and excellent in Khmer, Proposal‐writing experiences, Proficiency in email, internet, word‐processing, database and spreadsheet maintenance, and PowerPoint, Ability to work and live in cross‐cultural settings, Proven sources in managing several programs across several locations, Honest team worker with strong ethical values, sense of responsibility and demonstrated accountability. A clear knowledge of financial and budgetary systems strong planning, supervising, and program development skills and ability to travel frequently to provinces throughout Cambodia, Good interpersonal and leadership skills, excellent time management and organizational skills, Willingness to work flexible hours, including some evenings and weekends, and Previous experience of supervising staff and/or evidence of leadership skills.
